The film starts in medias res, 13 years after Baiano's death in the first film. Former BOPE Captain (now Colonel) Roberto Nascimento (Wagner Moura) exits a hospital and enters his car just as the vehicle is suddenly blocked and gunned down by unknown gunmen. During the shootout, Nascimento begins to narrate the events leading to that point.
