Lt. Cmdr. Tom Dodge who is thought as a class "A" goof who messes up every task he works on, is given one last chance to become Captain to the USS Stingray, an old diesel driven submarine. He has to lead a crew that consists only of weird guys to go against the atomic powered USS Orlando in a dummy battleship.
